Civil engineering is the oldest of the engineering disciplines, and in many respects the one most deeply embedded in the physical fabric of society. It is the field responsible for designing, building, and maintaining the infrastructure that modern civilization depends on: bridges, dams, highways, airports, water treatment systems, pipelines, levees, and the structural frameworks of large buildings. Civil engineers design the systems through which populations move and through which water, energy, and information flow. When infrastructure fails, when a bridge collapses, a levee breaks, or a water system is contaminated, it is almost always a civil engineering problem.
Civil engineering also has a distinctive labor market. Unlike electrical or computer engineering, where graduates are heavily recruited into the technology sector and often reach high compensation within a few years, civil engineering graduates primarily enter government agencies, construction firms, engineering consultancies, and public works departments. In those sectors compensation is moderate but employment is stable, and the connection between the engineer’s work and visible public benefit is direct. Understanding this context is essential for interpreting the earnings data in this ranking.
College Transitions has developed a data-driven ranking of the top 100 undergraduate civil engineering programs in the country. We evaluated all 238 four-year institutions that awarded at least 20 civil engineering bachelor’s degrees between 2022 and 2024. Here is what we found.
How We Built the Ranking
The approach evaluates institutions across five components, each converted to a percentile score across the 238-program universe.

The Earnings & ROI component applies our Tier 1 C4 formula: field-specific civil engineering earnings are available for 80 percent of programs, strong coverage. The earnings range in this ranking is compressed compared with other engineering fields, from roughly $52,000 at the low end to $107,000 at the high end, versus ranges above $200,000 in electrical engineering. That compression reflects the civil engineering labor market, where government pay scales, prevailing-wage requirements, and the dominance of public-sector employment create a more uniform compensation structure than technology-sector engineering fields. Programs in California, particularly in the Bay Area and Los Angeles, benefit from the state’s high public-sector wages and active construction market, which is why Cal Poly SLO, UC Berkeley, and USC appear at the top of the earnings distribution.
PhD Productivity (20 percent) uses NSF data for the field “Civil, environmental, and transportation engineering.” This NSF category combines civil engineering with environmental and transportation engineering. Programs with strong environmental or transportation research pipelines, among them the University of Florida, Iowa State, Missouri S&T, and Colorado School of Mines, may have PhD scores that partly reflect environmental and transportation doctoral alumni rather than civil engineering specifically. For those programs, the PhD score is best read as the breadth of the department’s graduate research culture rather than civil engineering narrowly defined.
The Top 25
The top 25 programs are shown below. Civil engineering’s top tier shows a distinctive pattern: technical institutes and smaller private research universities dominate the upper rankings, while the large public flagships that produce the most civil engineering graduates by volume sit further down. This reflects the central role of Major Emphasis and Academic Rating in the composite. Civil engineering programs at comprehensive research universities, where the department is one of dozens, tend to score lower on program centrality than programs at institutions where engineering is the dominant academic identity.

Georgia Institute of Technology (#1, 84.7) leads the ranking with a strong, balanced profile: 77.7 on Major Emphasis, 88.7 on Program Scale (258 civil engineering degrees over three years), 74.4 on Academic Rating, 90.1 on Earnings & ROI (field-specific CE earnings of $82,297, reflecting the Atlanta and Sunbelt construction market), and 95.2 on PhD Productivity (52 civil, environmental, and transportation doctoral recipients, one of the highest raw counts in the dataset). Georgia Tech’s School of Civil and Environmental Engineering is one of the most comprehensively resourced CE departments in the country, with active research in structural engineering, geotechnics, water resources, transportation systems, and construction management.
Rensselaer Polytechnic Institute (#2, 82.3) exemplifies the technical-institute pattern in this ranking: 88.7 on Major Emphasis (civil engineering as a central institutional commitment), 62.2 on Program Scale (a mid-sized program), 74.0 on Academic Rating, 91.1 on Earnings & ROI, and 93.0 on PhD Productivity, reflecting 25 doctoral recipients at a per-capita rate of 4.2 per 1,000 undergraduates, among the highest in the dataset. RPI’s engineering programs have deep connections to the construction, infrastructure, and defense industries of the Northeast corridor.
Lafayette College (#3, 82.1) is the most counterintuitive result in this ranking for a general audience. Lafayette, a small liberal arts and engineering college in Easton, Pennsylvania, scores 91.2 on Major Emphasis, 85.3 on Academic Rating (among the highest in the dataset), 93.9 on Earnings & ROI, and 89.6 on PhD Productivity (18 doctoral recipients at a per-capita rate of 6.5 per 1,000 undergraduates, one of the highest in the full dataset). For a program of Lafayette’s size, roughly 65 civil engineering degrees over three years, that per-capita doctoral output reflects an exceptional undergraduate research culture. Lafayette’s civil engineering department sends a disproportionate share of graduates to doctoral programs and to consulting and design firms in the Delaware Valley and New York metro area.
University of Notre Dame (#4, 81.9) scores 90.9 on Academic Rating, among the highest in the full dataset, and 94.1 on PhD Productivity (29 doctoral recipients from a program of roughly 120 civil engineering degrees over three years). Notre Dame’s civil and environmental engineering program benefits from the university’s academic culture, strong alumni network in construction and infrastructure consulting, and research depth in structural dynamics, hydraulics, and environmental systems. For a student who can gain admission to Notre Dame’s engineering school, it offers a civil engineering education with one of the strongest academic environments in the ranking.
What Separates the Best Programs?
The California Construction Premium
Cal Poly San Luis Obispo (#10, 79.6) is one of the most interesting programs in the ranking and deserves extended attention. Cal Poly SLO scores 81.5 on Major Emphasis (civil engineering is central to one of the country’s preeminent polytechnic institutions), 93.9 on Program Scale (404 CE degrees over three years, one of the largest dedicated programs), 52.7 on Academic Rating, 94.8 on Earnings & ROI (field earnings of $91,424), and 90.7 on PhD Productivity (37 civil/environmental/transportation doctoral recipients). The Academic Rating reflects a student body and faculty profile calibrated to hands-on polytechnic instruction rather than research-prestige metrics. Cal Poly’s “learn by doing” philosophy and its proximity to the California construction and infrastructure market, one of the most active in the world, create real advantages for graduates seeking employment in civil practice. Its field earnings of $91,424 rank in the 94th percentile of the universe, reflecting California’s prevailing-wage and public-sector pay scales.
University of California-Berkeley (#11, 79.5) posts one of the highest Earnings & ROI scores among major public programs (95.1, reflecting CE field earnings of $91,006 and the Bay Area market premium) and one of the highest raw doctoral counts in the dataset (77 recipients). Berkeley’s civil and environmental engineering department is one of the most research-productive in the country, with particular strength in earthquake engineering, geotechnical engineering, and transportation systems. Its lower Academic Rating relative to private universities reflects Berkeley’s large enrollment rather than any deficiency in program quality.
Cornell and CMU: The Quiet Elite
Cornell University (#16, 77.4) presents one of the most analytically interesting profiles in the full dataset. Cornell scores only 14.3 on Major Emphasis, reflecting a very small civil engineering program by degree count within a large comprehensive research university (83 CE degrees over three years), and 41.8 on Program Scale. Yet its Earnings & ROI score of 98.2 (field earnings of $95,056, among the highest of any research university in the dataset) and PhD Productivity of 95.9 (51 doctoral recipients from a small program) place it squarely in the top 20. Cornell’s School of Civil and Environmental Engineering is one of the most research-intensive small CE departments in the country. For students who can gain admission, it offers an elite academic environment and strong graduate placement in a program where civil engineering is valued institutionally even if modest in size.
Carnegie Mellon (#6, 80.2) follows a similar pattern: 52.9 on Major Emphasis and 32.4 on Program Scale (a small CE program of about 55 degrees over three years), but 89.9 on Academic Rating, 98.9 on Earnings & ROI (field earnings of $93,769, among the highest of any major research university), and 89.7 on PhD Productivity. CMU’s civil and environmental engineering program has built research strengths in infrastructure systems, smart cities, and computational structural engineering that align with CMU’s broader focus on applied computation, and its graduates enter a labor market that rewards CMU’s institutional reputation generously.
New Jersey Institute of Technology: The Large Specialized Public
New Jersey Institute of Technology (#17, 77.0) is the ranking’s clearest example of a large, mission-focused public technical university that outperforms its profile in civil engineering. NJIT scores a near-perfect 98.3 on Major Emphasis, civil and environmental engineering being one of its defining commitments, and 98.7 on Program Scale (536 CE degrees over three years, one of the largest dedicated CE programs in the dataset). Its 57.1 Academic Rating reflects an admissions profile typical of a regional technical university rather than a flagship research institution. But for students in the New York-New Jersey metro area seeking a civil engineering program with large scale, direct industry connections to one of the most active construction and infrastructure markets in the country, and strong placement into government agencies and engineering consulting firms, NJIT represents exceptional value.
Colorado School of Mines: The Infrastructure Specialists
Colorado School of Mines (#14, 78.0) scores 96.6 on Major Emphasis and 93.2 on PhD Productivity (25 doctoral recipients at 4.3 per capita). Mines’ civil engineering program has particular strengths in geotechnical engineering, mining infrastructure, water resources, and energy-sector civil systems, specializations directly relevant to its primary industry partners in the Mountain West energy, mining, and construction sectors. Its field earnings of $74,655 are below the California programs but above the national median for CE graduates, reflecting the compensation structure of the Rocky Mountain energy corridor.
Patterns, Themes, and What They Mean for Your Students
Civil engineering is the engineering major with the most distinctive labor market, and the patterns in this ranking carry specific implications for counselors helping students navigate the choice.
Civil engineering earnings are compressed and geographically variable in ways that require careful explanation. The field-specific earnings range in this ranking (roughly $52,000 to $107,000 four years after graduation) is narrower than any other engineering field in our ranking series. This is not a failure of high-ranked programs; it reflects the labor-market structure of civil engineering, where public-sector employment dominates and government pay scales create a compression that does not exist in technology-sector engineering. The programs with the highest field earnings in this ranking (USC, Santa Clara, Berkeley, Cornell, Cal Poly SLO, CMU) are mostly benefiting from California public-sector wages and the Bay Area or New York institutional premium rather than the technology labor market. Counselors should be explicit with students that civil engineering is generally not a pathway to the six-figure starting salaries advertised in technology-sector recruiting, and that students who choose it are, appropriately, choosing it for the work itself rather than the compensation ceiling.
PE licensure matters more in civil engineering than in any other engineering discipline. A Professional Engineer (PE) license is required for civil engineers who sign and seal construction documents, work in government permitting, or practice independently. The pathway to PE licensure, passing the Fundamentals of Engineering (FE) exam at graduation, then the PE exam after four years of supervised experience, is a defining career milestone in civil engineering in a way it is not in most other engineering fields. Programs with strong ABET accreditation and explicit PE-exam preparation, including many of the large public programs in this ranking, provide a structured pathway to licensure that matters for career outcomes independent of composite ranking position. Counselors should confirm ABET accreditation and PE-exam pass-rate data for any program under consideration.
The size and location of a program’s primary construction market matters more than prestige. Civil engineers are local professionals in a way software engineers are not. They find work in the regions where infrastructure is being built, maintained, and improved, and the quality of those labor markets varies enormously. Programs in California, Texas, Florida, the Mid-Atlantic, and the Pacific Northwest benefit from active construction markets, high public-sector wages, and large infrastructure backlogs. Programs in regions with lower construction activity and smaller government budgets will have graduates entering a more constrained labor market regardless of program quality. Counselors should help students think carefully about where they want to work, not just where they want to study.
Lafayette College and Bucknell are seriously undervalued by conventional rankings. Both appear in the top 25 here because they have built exceptional civil engineering programs: strong academic environments, outstanding per-capita doctoral placement, solid earnings for their graduates, and high Major Emphasis scores reflecting that engineering is a central institutional commitment. For students who are academically competitive for these schools but drawn by the name recognition of flagship state universities, the data support taking these programs seriously. A civil engineering degree from Lafayette or Bucknell, backed by strong academic preparation and a career in the Northeast consulting market, is a legitimate path to an excellent career in the field.
Civil engineering is the engineering discipline that most directly serves the public, building the systems that carry water, manage traffic, prevent floods, and shelter populations from the forces of nature. The programs that lead this ranking have built the academic depth, research cultures, and industry connections to prepare students for that work. Students who choose carefully, matching their geographic preferences, career goals, and financial circumstances to programs where civil engineering is a central institutional priority, will find a landscape of excellent programs richer and more varied than conventional rankings suggest.
