Georgia Tech: Inside the Numbers

Georgia Tech entered the 2020s as the rare highly selective university whose national reputation was climbing about as fast as its application volume. Over the five cycles from Fall 2021 through Fall 2025, the Institute’s first-year applicant pool grew 47 percent, from 45,388 to roughly 66,900, and the overall admit rate compressed from 18.3 percent to about 13 percent, the most selective in the school’s history. The headline number hides a sharply split picture. Georgia residents were admitted at roughly 30 percent for Fall 2025, closer to UGA’s profile than to the institutional figure, while out-of-state applicants faced a rate near 9 to 10 percent, a level that puts Tech in the same tier as Vanderbilt, Notre Dame, and Northwestern for non-Georgians.

Tech also did something in these years that few peer flagships did. It reinstated required standardized testing for Fall 2023, while Michigan, UNC, Wisconsin, and Illinois extended their test-optional policies. It held in-state tuition essentially flat in nominal dollars. And it leaned hard into a Georgia-first identity, growing in-state applications 39 percent. What follows is a five-year read of the CDS filings, with attention to the threads the form itself does not capture: the by-residency admit gap, the role of HOPE and Zell Miller in making Tech functionally tuition-free for high-achieving Georgia residents, the change-of-major restrictions that complicate the “apply elsewhere, switch into CS later” strategy, and Tech’s distinctive testing posture during a period when many peers moved the other way.

Application volume and selectivity

The five-year arc of the Tech admissions funnel is straightforward. Applications rose every year, admits drifted in a tighter range, and yield climbed steadily. The 13 percent overall admit rate for Fall 2025 is the lowest in the Institute’s history, but the more interesting figure is the yield, which now stands near 46 percent of admitted students, up from 42 percent in Fall 2021. The Institute is winning more cross-admit decisions, particularly against Southern peers and the second tier of national private universities.

Two patterns inside the five years shape how to read the trend. The Fall 2024 cycle marked the inflection point at which the institutional admit rate fell below 15 percent; applications jumped 14 percent year over year while admits dropped from 8,622 to 8,413. By 2024, Tech was operating closer to a reach for everyone outside the state.

The yield story is unusual for a school without binding Early Decision. Most highly selective universities use ED to lock in 40 to 50 percent of the class with implied attendance commitments. Tech runs only Early Action (EA1 restricted to Georgia residents, EA2 open, plus Regular Decision) and still pulls a yield near 46 percent. That reflects real cross-admit strength, especially among Georgia students for whom Tech, paired with HOPE or Zell Miller aid, is often the obvious choice.

The bifurcated admit rate: Georgia residents versus everyone else

The single most important number missing from the headline rate is the residency split. Tech is a Georgia public university, governed by the University System of Georgia Board of Regents, and its enrollment priorities reflect that. In-state applicants are admitted at roughly three times the rate of non-residents, and the yield gap runs the other way, with in-state admits enrolling at about twice the rate of out-of-state admits.

Per Tech’s Class Profile, the entering class is roughly 59 percent Georgia, 33 percent out-of-state, and 8 percent international.

Three things stand out. The pool is now roughly two-thirds non-resident (out-of-state applications have more than doubled since 2020), but the class still skews nearly 60 percent in-state because of the yield differential. At an out-of-state admit rate near 10 percent, about 9 percent by Tech’s published count, the Institute is functionally as selective as Vanderbilt, Notre Dame, and Northwestern for non-Georgians. The international rate, in the 7 to 8 percent range, puts Tech in the same band as MIT and Caltech for that group.

For Georgia families, the picture is different. A 30 percent admit rate is competitive but not punitive, and the 65 percent in-state yield reflects the fact that, for high-achieving Georgia students, Tech is often the obvious choice once HOPE and Zell Miller aid enter the calculation.

Testing policy: the school that reinstated the SAT

Georgia Tech was test-optional for Fall 2021 and Fall 2022. In 2022 the Institute announced it would require the SAT or ACT again starting Fall 2023, joining MIT among the earliest selective universities to reverse course, well ahead of the Ivy reinstatements (Dartmouth, Yale, Harvard, Brown, Cornell) that followed in 2024 and 2025. Among peer publics, only UGA, Florida, Auburn, and Tennessee have also returned to required testing; Michigan, Wisconsin, UNC, Illinois, and Washington stayed test-optional or test-blind. For a national applicant weighing Tech against Michigan or Illinois, the requirement is a real planning consideration.

The SAT median has held at 1460 to 1470 across all five years, and the 75th percentile has not moved off 1530. Even as Tech grew dramatically more selective at the application end, the central tendency of admitted-student scores stayed put. The pool got stronger, and the school filtered more aggressively for the same profile rather than chasing higher numbers. One nuance carries into the next section. Tech requires the test but formally rates scores as Considered rather than Very Important in its C7 grid, which means a strong score helps but does not by itself carry a file. Applicants whose SAT or ACT falls meaningfully below the 25th percentile (1370 SAT, 31 ACT) should expect that gap to be a real headwind in the holistic review.

What Tech says it weighs: the C7 factors

Section C7 of the Common Data Set, where every institution rates the factors it considers in admission, is where Tech’s priorities show up in writing. The ratings have been stable across the five years, and they hold one real surprise for a STEM-focused school.

A few points stand out. State residency sits in the Very Important tier, an unusual disclosure for a public university and a direct reflection of the Board of Regents’ mandate that the system’s research universities serve Georgia students first. Out-of-state and international applicants should read the institutional admit rate not as a benchmark for their own odds but as a blended average that overstates them substantially. Character and personal qualities also sits at the top alongside rigor and GPA, which tells non-resident applicants that a strong transcript alone will not carry a file. The genuine surprise is that standardized test scores are rated only Considered even though Tech requires them; the score is a mandatory data point that the C7 nonetheless weights below rigor, GPA, character, and residency. Class rank is Not Considered, so students at schools that do not rank are not disadvantaged. And Tech does not weight legacy or alumni relation, which distinguishes it from many selective privates. Demonstrated interest is rated Considered, though the office has said it is not a meaningful factor, so low-cost engagement (registering through the admissions website, attending an information session, meeting a Tech rep at a high school visit, and writing the required 300-word major essay with real specificity) is worth doing mainly for the applicant’s own understanding of fit.

Tuition, HOPE, and what Georgia families actually pay

The most striking institutional fact about Tech’s cost structure is that in-state tuition has barely moved. Tech charged Georgia residents $10,258 for 2021–22 and about $10,512 for the most recent year, roughly a $250 increase across the window. In real terms, in-state tuition has fallen. The University System of Georgia has held tuition broadly flat for a decade, and Tech has followed system pricing despite its rising selectivity. Out-of-state tuition has risen modestly, from $31,370 to $33,596, but remains below many comparable flagships.

The published cost of attendance for an in-state first-year living on campus in the most recent year is roughly $32,800; for an out-of-state student it is about $55,900. Those figures are before any HOPE, Zell Miller, or institutional aid, and for Georgia residents that distinction changes everything.

Georgia’s HOPE and Zell Miller programs are the real story. HOPE covers the bulk of in-state tuition for students with a 3.0 high school GPA who maintain a 3.0 in college; the exact share is set annually by the state, has historically run around 90 percent, and was funded at 100 percent beginning in FY2024. Zell Miller, the more selective tier, covers 100 percent of in-state tuition for students with a 3.7 high school GPA and a 1200 SAT or 26 ACT who maintain a 3.3 in college. Neither extends to non-residents. The scale is large. State non-need-based aid rose from about $57 million in 2023–24 to $67 million in 2024–25, almost entirely through these programs, roughly twice the size of the Institute’s own grant budget of about $30 million.

For a high-achieving Georgia student who qualifies for Zell Miller, tuition is fully covered, leaving roughly $21,000 for food, housing, books, and personal expenses. The G. Wayne Clough Georgia Tech Promise fills that remaining gap with debt-free coverage for qualifying lower-income Georgia residents. For families weighing Tech against private peers, the calculus tips decisively toward Tech for Georgia residents, particularly STEM-bound students whose out-of-state options would not extend comparable packages.

Institutional aid and graduate debt

Tech’s institutional grant aid is more modest than what private peers offer, and it is structured differently. The Institute meets a smaller share of demonstrated need than most highly selective privates; the most recent CDS reports the average package covering about 61 percent of need for first-year students who received any need-based aid. For families with significant unmet need, that gap is real.

The flip side of modest need-meeting is that Tech graduates carry remarkably low debt. Roughly 73 percent of recent graduates left with no student loan debt at all, and the average borrower’s balance sits around $25,000, below the national average near $30,000. Combined with low in-state tuition, large state merit aid, and high starting salaries (Tech engineers and computer scientists often earn $90,000 to $110,000 at graduation), the return-on-investment math at Tech is among the strongest in American higher education for STEM-bound students.

Admit by major: the dimension the CDS misses

Georgia Tech does not publish admit rates by major at the level of detail Illinois does, but its published Class Profile makes clear that intended major shapes the read in ways the CDS does not reflect. The 2025 admitted profile shows the College of Engineering at 44 percent of the admitted class, the College of Computing at 16 percent, the College of Sciences at 21 percent, Scheller Business at 7 percent, Ivan Allen Liberal Arts at 8 percent, and Design at 4 percent. Computer Science is by some distance the most popular intended major and the most selective entry point to the Institute.

Tech’s change-of-major rules make major selection at the application stage close to irreversible for the most competitive programs. First-year students cannot request any change until after the withdrawal deadline of their first fall term. More consequential, as of an April 2025 policy update, first-year students who matriculate in Summer 2024 or later cannot change into the BS in Computer Science at all. Mechanical Engineering, Industrial and Systems Engineering, and Music Technology carry additional conditions that gate transfers in. The “apply undecided and switch into CS later” strategy that works at some flagships does not work at Tech. Applicants serious about computing should apply directly to the College of Computing and recognize that its admit rate runs well below the institutional average. Applicants who hedge into a less competitive major intending to switch in are betting on a door that Tech has, for CS, closed outright.

Demographics, retention, and outcomes

The entering class has shifted modestly over the five years. The Fall 2025 class is roughly 35 percent Asian, 35 percent White, 8 percent Hispanic, 7 percent Black, and 8 percent international. The Asian share has grown from about 32 percent in Fall 2021, reflecting both national trends and Tech’s particular draw for STEM-bound applicants. Black enrollment has held in a narrow 6-to-8 percent range, below the share suggested by Georgia’s college-going population, and Tech reports a recent rural-Georgia recruiting push that produced a 72 percent rise in rural applicants and a 71 percent rise in rural admits.

Retention and graduation outcomes are strong. First-year retention sits near 97 to 98 percent for the most recent cohort. Six-year graduation for the Fall 2019 cohort came in at 94 percent overall, with Pell recipients at 86 percent and non-Pell, non-Stafford students at 95 percent. The nine-point Pell gap is slightly narrower than at most large public flagships, a sign that Tech’s support infrastructure (the Clough Promise, OMED Education Services, and the iGniTe summer transition program) is doing real work.

Takeaways for applicants and counselors

For families weighing Georgia Tech, the data points to a handful of specific conclusions. The institutional admit rate is the wrong number for a non-resident to plan around. The roughly 13 percent overall figure is a blended average; the out-of-state rate near 9 to 10 percent and the international rate near 7 to 8 percent are the real planning numbers, and strong non-resident applicants should treat Tech as a reach in the same tier as Vanderbilt, Notre Dame, and Northwestern. Georgia residents can approach it as a strong target with unusually favorable aid economics.

The test requirement is a real operational difference. Tech requires the SAT or ACT without exception, while families targeting Michigan, Illinois, or Wisconsin face no equivalent. The score floor for serious competitiveness sits around 1450 SAT or 32 ACT, with the median near 1460 and 33; a score below the 25th percentile is unlikely to strengthen a file even where it is technically allowed. Because the C7 rates scores only Considered, a strong number helps but will not rescue a thin transcript.

Intended major shapes the read more than the CDS suggests, and the door into Computer Science closes at matriculation. Applicants who want CS should apply to the College of Computing directly and plan as though switching in later is off the table, because for students entering Summer 2024 and beyond it is. Mechanical Engineering and Industrial and Systems Engineering run tighter than the institutional average and carry their own transfer conditions.

The financial calculus splits sharply by residency. Combined HOPE or Zell Miller aid and the Clough Promise make Tech among the most affordable selective universities in the country for Georgians, with high-achieving in-state students often paying nothing toward tuition. Out-of-state families should plan for a published cost near $56,000, limited institutional aid (Tech meets about 61 percent of need on average), and no equivalent state merit aid, then run the net price calculator before reacting. Tech’s value proposition is best-in-class for in-state STEM students and merely competitive for out-of-state applicants without other affordability levers.

On demonstrated interest, the formal answer is that Tech does not treat it as a meaningful factor, and the practical guidance matches most peer schools that say the same. A campus visit is not essential, but requesting information, attending a virtual session, writing the 300-word major essay with real specificity, and meeting a Tech representative at a high school visit cost little and sharpen the applicant’s own sense of fit.

The Common Data Set is an imperfect instrument. Institutions have latitude in how they report categories, the cohorts referenced across sections do not always align, and small year-to-year moves often reflect reporting changes rather than real shifts. Tech’s CDS has been generally consistent across the five years, though a few figures diverge from the Institute’s own published releases. The CDS-derived admit counts run slightly above the press-release rate of 12.7 percent, and the enrollment figure differs from the Class Profile depending on whether the summer iGniTe cohort is included. Where reasonable judgment was required, this report errs toward the conservative read.
